Town Council Accomplishments

We purchased 2 large pieces of land totaling 9 acres keeping it out of developers hands. We wanted to preserve the green leafy character of our town, allow habitat for wildlife and head off development in areas with high density housing. A committee is in place exploring possible uses, but for now these areas are public parklands which can be enjoyed by all.

We completed a new turf soccer/lacrosse field with lights using zero taxpayer dollars. This field is being used and enjoyed by all youth sports leagues, high school athletics and adult leagues.

We hired a new Town Manager, one of the best in the state who promoted the current Chief of Police keeping our town safe, effective and efficient.

We negotiated on the 765 units of Fair Share Housing Corp. demand on the Township and we successfully settled on 195 units total. This represents a significantly lower number of units than originally mandated. We continuously meet with the developers working to achieve the least amount of multi-bedroom, non-age restrictive units allowable under the law. We embrace the concept of Fair Share, however it must be done with proper planning, thoughts for the future and collaborative efforts from Trenton and municipalities.

We have developed Succession Plans for personnel in all key town departments so that Livingston is positioned for success not only now, but also for the future.

We provided significant funding to our business community during COVID to ensure livelihoods and help our businesses outlast the crisis. 

We established a Physician Advisory Board at the onset of COVID which gave expert advice and guidance to the Board of Education and the Council during the pandemic.

We consistently manage town budgets successfully, keeping them  below the rate of inflation and our departments lean and efficient.

We dedicated and repurposed a town field into a full-time cricket pitch for the growing love of the game of cricket in Livingston.

We built 4 new pickleball courts at Northland Complex, keeping up with the fastest growing sport in the U.S.

In collaboration with the Board of Education: 

  • We built 6 new pickleball courts at Heritage Middle School 
  • We resurfaced the Livingston High School tennis courts
  • We repaired the Livingston High School softball and baseball fields

We welcomed the growing diverse population in the town by adding many national and cultural days of celebration to our town calendar to further the inclusivity of Livingston for all residents.

Shawn R. Klein, MD is excited to run for re-election to Livingston’s Town Council. Shawn is a product of Livingston with deep roots. He was born at Saint Barnabas, went to Livingston public schools and graduated from Livingston High School. Shawn was first elected to the Town Council in 2014 and he remains driven to give back to his community. Shawn believes that government can be smart and efficient. Shawn wants to ensure that Livingston remains the town that people come back to.

In 2017 and in 2020, Shawn was extremely proud to serve as Livingston’s Mayor and presided over the changing of our Town Manager, the revamping of our website and smart phone application, and the creation of our town’s energy aggregation program which bring cheaper, greener energy to our town. Municipal budgets while Shawn has served on the Council for the past eight years have had nearly all been below the rate of inflation which means that town government has gotten smaller and more efficient.

Prior to serving on the Council, Shawn had been involved with the Town in many capacities, including the Vision 20/20 Committee, the Recycling and Reclamation Committee and served as Vice-Chairman of the Livingston Zoning Board of Adjustment.

Shawn is a Board-Certified Ophthalmologist and Partner in Klein & Scannapiego MD PA, specializing in complex cataract surgeries and corneal disease, with offices in Short Hills and Elizabeth. He has an appointment as a Clinical Assistant Professor at Rutgers Medical School. Shawn was graduated cum laude from the University of Pennsylvania and was a member of the prestigious Alpha Omega Alpha Honors Society at Robert Wood Johnson Medical School (now “Rutgers”) in New Brunswick, New Jersey, where he received his M.D. degree. He went on to complete his medical internship at St. Vincent’s Hospital in New York City, which was followed by a residency in ophthalmology at the New Jersey Medical School in Newark, New Jersey. He further specialized as a Fellow of Cornea and Refractive Surgery at Rush University Medical Center in Chicago, Illinois. He is a member in good standing of the American Society of Cataract and Refractive Surgeons and the American Academy of Ophthalmology.

Now, Shawn and his wife, Cindy, are raising two young sons, Jack and Leo, in town where they attend Collins Elementary. Shawn’s parents live in Livingston, as does his twin sister and her family. He and his family are members of Temple B’nai Abraham.

Livingston is a community where we want our children to come back and raise their children.

Being a New Jersey native, having grown up around the corner in Short Hills, Ed was no stranger to Livingston. He graduated from Boston University with a BS/BA in finance. Ed has been in sales his entire career beginning with working in his family business, B. Meinhardt, Inc., for over 20 years until the business was sold. He is currently Senior Executive Account Director for European Granite & Marble.

Ed is proud to be serving his second term as Mayor of Livingston and has been a member of the Livingston Town Council since 2015. He also served as Deputy Mayor in 2017 and 2021. Ed was a member of the Livingston Zoning Board of Adjustments, Chair of the LMAC committee and currently sits on a variety of town committees as a liaison.

Since moving to Livingston with his family 26 years ago, Ed has been an active member of the community, beginning with Livingston town sports. He coached soccer from Kinderkickers through 8th grade travel team. In addition, he has coached Livingston Recreation Girls Softball, Livingston National Little League and Livingston Recreational Basketball (Girls & Boys). Ed has been a committed board member of the Livingston Soccer Club for many years, holding the following positions: Livingston Soccer Club Travel Committee Member, Livingston Soccer Club Field Coordinator/Schedule, Livingston Soccer Club Registrar and the Livingston Travel Soccer Manager.

Temple B’nai Abraham has been part of Ed’s life since childhood and he became a member with his own family 25 years ago. Since then, he has been an involved and dedicated member. Ed has held many positions, including 2 terms as President, Board of Trustee, Membership Co-Chair, Assistant Secretary, Vice President and Ritual Committee Co-Chair. In recognition of his presidency, Ed was the 2013 Temple B’nai Abraham Gala honoree and was honored to be among the selected group of NJ Jewish News 40 Under 40 in 2004.

Ed and his wife Elena have been married for 30 years and have two children. Jillian, a Licensed Clinical Social Worker, working and residing in DC and Garrett, an investment banker, working and living in New York City. Both children are graduates of Livingston High School.

As a bi-racial Hispanic-Jewish woman, Rosy Bagolie brings a fresh perspective to the council race. Her mother’s family fled Holland escaping the Hitler and Nazi persecution, settling first in Curaçao and then in the Dominican Republic. Meanwhile, Rosy’s father is Dominican but of Haitian descent. She immigrated to the U.S. from the Dominican Republic at the age of seven with her parents and three older sisters. Modern-day examples of the American Dream, they came with no money and were unable to speak the English language but learned quickly, worked hard, and became accomplished citizens.

Rosy graduated from Elizabeth High School recognized for her service to her class and school. She attended Seton Hall University while working full time to support herself and her mother. She then graduated from college with a bachelor’s degree in Social and Behavioral Sciences in 3 years and received multiple master’s degrees from both Rutgers and Seton Hall Universities. Rosy further obtained a doctoral degree in Educational Leadership, Management, and Planning, while pregnant with twins, caring for her 3-year-old son, and running a school as Principal and Director of Special Education.

Rosy stands out as a 20-year public servant who brings a wealth of knowledge to the role. Whether through her knowledge as a small business owner, grant writing and budgeting, using her skills as a certified business administrator or assisting families in navigating the complex world of special education as a Learning Disabilities Teacher-Consultant. Her energy, organization, and enthusiasm reveal her selfless nature and varied skills needed for town council.

Approaching this election, issues of property development, the changing physical landscape, community recreation, and keeping our taxes in check weigh on voters’ minds. Rosy stands united for all Livingston residents with the aim to create and leave a better, more inclusive Livingston for future generations. “I intend to do this by working collaboratively with my colleagues, bringing fresh ideas to the table, and championing causes worthy of our great town”.

If Rosy wins, she will be the first-ever minority bi-racial Hispanic-Jewish person on the Township Council and the first woman to serve since 2014.

A 14-year resident of Livingston, Rosy enjoys spending time on the lacrosse fields watching her 15-year-old son Frank play goalie on the high school team. Her 13-year-old twins Jacob and Aaron attend Heritage Middle School. Jacob enjoys chorus and theater and Aaron focuses on robotics and video game design. Rosy has been married to Ricky for 16 years and selfishly enjoys his love of cooking.
